Will usually have a depth of knowledge about the project itself and what part of the workload a new team member would be responsible for. Might be product owners, design leads or development leads.

At a small to mid-size business the founder, CEO, or another high level executive might be working on a new web presence or corporate image project. Will likely have their own idea of what the project should be but might be looking for technical expertise that doesn't exist in-house.

Other professionals might include job-seekers that have relevant skill sets or perhaps are working and assisting a recruiter or team lead with a staffing requirement. Might be available as contractors or consultants.
